There is no proof he did that in 1999. That is just a conspiracy theory.

You should always research a topic before reaching any exculpatory or inculpatory conclusion.

But I'll give you some examples of evidence we have:

1. Suspicious incident where FSB agents were caught by local police planting explosives, but were later exonerated by FSB director:

"But it was a mysterious episode shortly after the Moscow bombings that some believe provided the best glimpse into what the FSB was doing. It began late on a September night, when residents of an apartment block in the city of Ryazan in central Russia noticed a suspicious-looking car parked near a basement door. They informed the police, who discovered large bags of white powder connected to a detonator. The timer was set to go off early the next morning.

The police said tests showed the powder was hexogen, a World War II-era explosive used in the Moscow explosions. The local authorities announced they'd narrowly averted another blast.

But as the police were about to make arrests two days later, FSB chief Nikolai Patrushev appeared on national television to announce the sacks in fact contained only sugar. He said they were used as part of a public safety drill. The FSB quickly cleared the basement of all remaining evidence."

2. Independent Duma investigation blocked by the government, anyone involved in the effort assasinated/poisened:

An independent public commission to investigate the bombings was chaired by Duma deputy Sergei Kovalev. The commission was rendered ineffective because of government refusal to respond to its inquiries. Two key members of the Kovalev Commission, Sergei Yushenkov and Yuri Shchekochikhin, have since died in apparent assassinations. The Commission's lawyer and investigator Mikhail Trepashkin was arrested and served four years in prison for revealing state secrets. Former FSB agent Alexander Litvinenko, who defected and blamed the FSB for the bombings, was poisoned and killed in London in 2006. A British inquiry later determined that Litvinenko's murder was "probably" carried out with the approval of Putin and Patrushev.

They caught three of the four guys near the Ukrainian border, apparently (great for optics, I'm sure)

Funny because Belarus claims they helped get them caught and arrested near their common border with Russia:

So you have Belarus, claiming that the terrorists were trying to escape to Belarus. But conveniently later the storyline changes, and now it's Ukraine. I wonder why.

Yeah of course, how else he'll justify the continuation of the war to his people, and maybe another round of mobilization.

Human psychology is just interesting. Pure hypocrisy, confirmation bias and tendency to even lie. I'm seeing everyone provide a completely different theory to try to frame the person/country they dislike the most.

You have MAGA claiming it's "Obama's ISIS" "Biden's CIA" etc..

You have pro-Palestinians saying it's "IsRaEl/MoSsAd" (plenty of legitimate things can criticize Israel for, no need for made-up ones)

And you have pro-Putin Russians blaming Ukraine

No one seems to accept that for now it looks like ISIS and we just don't know a lot more than that.

Honestly, it's scary to know that MAGA approves of this kind of tactics. This is what America would look like if they had their way. No wonder why they support Russia and Putin. They dream of a fascist society like that.

I think anyone who legitimately thinks the US is somehow involved needs to put away the tin foil.

Ukraine was publicly criticised in the last week by US defense officials for targeting Russian energy infrastructure because it posed a risk of inflating oil prices & incurring a significant military response from the Russians. They aren't then going to run a terror attack on the Russian capital city, knowing full well that Putin would blame it on Ukraine and use it for further escalation. The CIA/American military officials have funded terorrsts countless times, and it often backfires on them - but the idea they're behind this is just blatantly stupid.

Russia, particularly in the Caucasus states, has had troubles with Islamic extremism since the 90s. So the fact Islamic extremists have claimed responsibility is not surprising, it's just been a while since they've hit Western Russia.

But no matter who did it - we'll never know. Conspiracy theorists will always push competing narratives which propser due to the limited facts. Russia will never publish unaltered facts because they will use this to support whatever political narrative Putin wants - it used to be Chechnya, it will likely be pinned firmly on Ukraine now. Ukraine may have done it, or been involved - we'll never know because they will never admit it and the Russians aren't going to admit they didn't if they use it to expand the war.
Part of me would not be surprised in the slightest if Putin allowed it to happen. But he just "won" a record electoral mandate in Russia and didn't need this to prop up the war effort so I don't see the purpose of it if he did.
