That Congressmember says it's "long-standing", but this other source says "recently made aware of". I think it could be a new type of dangerous weapon developed by Russia. It's standard in intelligence/defence/int. relations fields to refer to those as attacks on national soil/sovreignty. Attack in this area doesn't always mean violent attacks like a bombing etc, the UK National Threat Levels are primarily focused on the threat of violent attack though - especially the Northern Ireland specific one.
