I mean if it got submerged it would be cuz of rising sea levels not the sinking itself. As someone pointed out centuries for the sinking itself but sea level is rising much faster than the sinking so submersion wouldn't take 1000 years, probably more like a few decades

 

But even this is hard to give a time frame as it's not clear cut. It's not like all of NYC is the exact same elevation therefore there isn't going to be a specific year where all of it is suddenly under the ocean from one year to the next. It would be gradual with some areas submerged and others not

 

Secondly given NYC importance, it's likely to be have protection built just like New Orleans so that the city remains if sea level goes above it

 

And hopefully they build better levers and walls than in new Orleans
