There's a video on youtube where he-who-must-not-be-named discusses how the song was made, and he basically says that the record label wanted Gaga to make a song called 'Paparazzi' so they both went into the studio, spent a couple hours writing lyrics to what they each thought the song should be about, compared notes and didn't love either idea on its own, so they ended up just combining the parts they liked into the finished product.
