This budget could have been used to work on many problems that affect the city, such as maintaining the city's subway (thanks to its terrible state, several people have lost their lives in various accidents, it is very dangerous to use this public service) solve the shortage of medicines for diseases/conditions such as diabetes, hiv, etc... These are some of the real problems of a third world city, the last thing we need is this type of event.
