Gaga also "looks like herself" in ASIB and Gucci, just with different colored wigs on  Unless you're someone like Christian Bale or Joaquin Phoenix, who really transform their bodies, actors just sorta "look like themselves" in most of their movies.

In the comics, Harleen Quinzel is just a blonde white woman, so obviously Gaga's not going to have to transform that much to fit the character description  It looks like she lost some weight for the role and kept her natural hair, which adds to the grittier tone the movie's going for. That's enough transformation she needs to do. Whenever she does become "Harley Quinn", with all the make-up and stuff, she'll obviously be more theatrical.

People saying she looks like herself?? Harley Quinn is literally a blonde character. 

Meryl Streep, Cate Blanchett, Nicole Kidman, Charlize Theron, Jennifer Lawrence, Carey Mulligan, Margot Robbie, Michelle Williams, Saorise Ronan etc who are famous blonde actresses have decided to play characters who are also blonde numerous times throughout their careers and yet they're still all GREAT actresses. 

The point is hair colour DOESN'T determine whether you're a good actor or not. It's all in the script, preparation, technique, direction, make-up/styling etc that all round makes a great transformation. The ability to get so lost in a character it also makes the audience get lost in the story. Now that is what makes a great actor imo!

Also though, even if we wanted to critique her look, she looks 100% right for this iteration of the character. If people are expecting something similar to Margot Robbie's Harley Quinn, they're sorely mistaken. Gaga's probably going to be Harleen for 80-90% of this movie, and even when she does put on the clown make-up, she's not going to be wearing the same costumes as Margot did, or pretty much any iteration of the character.
