A cover is a song someone records after it was already recorded by someone else.

you don't cover unreleased songs. every artist wants something new, fresh so songwriters can't use demos that were posted on TikTok by another artist.

Obviously if somebody posts a demo on their story they're using it for hype. That hype isn't gonna exist if somebody else ends up using those lyrics/beat. With labels pushing tik tok and the fast fashion of music being a thing now, they're not gonna buy a beat/song that's already burned its hype.
