Having lived through dozens of hurricanes in a state that's flatter than my singing voice, when an evacuation is mandatory, you evacuate A cat 1 hurricane is basically nothing to most of the state (my area included) but barrier islands and low lying areas next to large bodies of water are at huge risk of deadly flooding even with weaker storms. Something else to consider, we STILL have flooded areas from Ian in some places. Water takes a long time to recede in swampy lands.
