Why are we giving away money?

Well, unless you want to face off with Russia on the East Coast, you are benefiting from these countries receiving money.

China and Russia are waiting for the moment the US descends into civil war. The world order cannot exist in this shape without the security guaranties of US, if US is troubled at home, then the entire international security architecture will simply collaps. This is scarry because the US seems more and more likely to have a civil war, and immediately as this happens China will try to take over Taiwan and Russia will roll in into Europe.

Russia cannot even invade Ukraine you think it could beat France and UK, one of the most powerful military countries along with the US? I'm sorry but Russia has shown how weak they are militarily that I no longer even fear them

Russia on its own can't, but Russia backed by consistent economic and military support from China (and Iran, North Korea) could still be a threat. :bradley: Hopefully this is just a pessimistic take, at the same time note that Russia still calls the war military operation and therefore there was no draft (Russia has a population of 114M, which is for the most part obedient to the regime and Russia's cause). In a WW3 scenario many would say Russia will be a Chinese proxy.

Am I naive to think China wouldn't risk being in the Russian clan in case of something like this?

I was specifically thinking about what would happen if the US descendents into civil war. Russia and China will do whatever they want once US pull out from the world to focus on its internal struggle, then there won't be a big coordinated power to ostracise them. I see people saying China cares too much about economy to destroy its relations with Western countries, I don't think this will matter. China has strategic and nationalistic reasons to want to expand into the Pacific, China's state policy is that it will reincorporate Taiwan into its territory by 2049 if I recall correctly the year. China wants to be a world hegemon and push the US from what it perceives as theirs.
