Britney is a huge part of the legacy, a blueprint and inspiration to a generation of pop stars that are current today. Cold Heart isn't. and globally her other songs racked up more sales / points and Cold Heart will not catch up to them as her songs have insane longevity and are still collecting solid streams which will not allow Cold Heart to close the gap. BUT Cold Heart is certainly going to be one of her biggest for sure and in some markets it was insanely massive so I totally get why many may think it will be her biggest!
