I don't think so, but I get what you mean.

Yes, both artists suffered from some kind of backlash and we're deemed ''over/yesterdays news'' and both albums have since slowly getting recognition and been fan favorites. Also, both eras forced both of them to take new road for their career (BS/Joanne, Evita/ASIB).

But I disagree, mainly due to the fact that the backlash was for totally different reasons. Gaga was overexposed, the album took way too long to come out, the whole feud with Katy thanks to media and at the end of the day the album didn't meet the hype Gaga / fans created (about the album being literally art-pop). GP was tired of Gaga; what ever album she would have released it automatically would have had the same fate as ARTPOP (excluding the whole Troy fiasco and her hip breaking).

And Madonna, well.. She kind of ''chose'' to underperform. She had massive beginning in the 90s and honestly had every chance to release album filled with Vogue's (which was kind of the first plan). But releasing a sex book with an album about erotism which was heavily influenced by the NYC underground queer culture during the peak of AIDS epidemic's media relevancy was a doomed move from the start. USA had the mindset of sex = death. There were literally rumors about her having AIDS... It took over 6 years, several albums/compilations and a film to ''recover'' from the era.

In short: the backlash was for different reasons so I personally wouldn't compare the eras.
