Because this is a demo she was pitched. We know the reworked ARTPOP version is different and that's the one she wrote on. Literally the same case as with the Madison Love Sour Candy demo, or Come to Mama.

This isn’t accurate.  The song was written for Gaga and she recorded a demo.  She may have altered some lyrics in that early stage but considering the song has been recorded by other artists with the same lyrics, it’s doubtful she changed them.  We know she re-worked the song to “Heard It On The Radio” for ARTPOP so it’s clear she would rewrite the song for an official release but the demo lyrics aren’t her’s.

She’s not lying, fans just over estimate the term “writing.”  She isn’t sitting down with a blank canvas with every song… she has done that for many songs but not every song.  Some songs she’s handed instrumentals or demos and writes over them, sometimes she sits down with producers and writers to write…

She still writes her own songs, she’s always had input into every song she’s released.

It’s actually decent but I get why it does sound off since we are used to hear Gaga’s superior vocals.

It depends on what the contract says. P!nk wrote a song called "Whataya Want From Me" during the Funhouse sessions but didn't make the cut. She gave it to Adam Lambert for his debut album a year later and it became a moderate hit so she started singing her version on tour and people loved that so she included it on her Greatest Hits.

I suppose you can release a song if you have the credits. Sometimes artists buy the songs and the original artist doesn't have the right to use it anymore like Infected Mushroom's Kink/Aura but Gaga still wanted to put them on the writing credits.
