I'm also intrigued as to why they changed the initial plan. From what I read in interviews they planned to release Book 1 as a last major project with the label before she goes independent again. 

I get why they decided to do an EP first, I suppose one containing the singles that don't really fit into the narrative and concept of Book 1, but I am curious why Colombia pulled out from the album altogether.

She should try Patreon, lots of artists/designer would released extra track, poster, or image design in exchange for funding.

We don't know if she told Columbia what is her plan she said she only signed with this label to get money for music videos. but why would Columbia pay for music videos and promote songs that Grimes plans to release on Book 1 or 2?
and she changes her plan all the time

• in January she planned to release EP with “Shinigami Eyes”. She said she wrote space opera and this song didn't fit to it.

• In interview with Vanity Fair from this month she said nothing about EP. She only talked about songs from Book One and that she recorded video for Book 1 track "100% tragedy".

yesterday she posted video of Shinigami Eyes on TikTok with caption: BOOK 1 
Shinigami Eyes supposed to be on EP because it doesn't fit to Book 1.
and why is she promoting Book 1 if she has EP to release first? did she change the plan again?

Anyways, I don't think he will lend her money for some artsy projects. Nor she'll ask him.
