She was based on the Ganguro Gals but since Jynx's original design was questioned by the west back in 2001 they decided to change it. I don't even think they are scared of history resurfacing since there is nothing wrong with it tbh. They are still promoting Jynx and using her actively in Pokemon Go and Legends Arceus for example.
