The fire is still burning, thus firemen can't look for people inside properly. I mean, that's not a guarantee because building are filled with wood, textiles, plastic etc. which are highly flammable and raise the temperature of the fire which makes things worse. Afaik not only this, but it really depends on hundreds of factors (like the absence of fireproof doors, the form of the building, the wind...).
