They're targets because what their fanbase does is beyond ridiculous and they would even find ways around a weight change for streaming. I wouldn't want them blacklisted from charts but if Billboard can't change the rules in order to show a better representation of what's popular, how will things be compiled? They could technically take the x most popular genre charts (by total sales per genre) and then compile the list that way, but it would purposefully exclude K-Pop and that'd be problematic. If the Hot 100 aims to reflect the most popular song in the US at a given time, it should do that in a way that reflects how music is consumed, which is prominently via streams. The chart will be (and is) too fan-dominated due to physical purchases. I also think that all these remixes of a song shouldn't be able to count as individual sales towards the original track. Again, it leads to fan domination which is not representative of general popularity. I understand a lot of this will impact Gaga but - honestly - so be it. A part of me thinks that equalising a stream and a sale will even out the unfairness anyway. I don't think Gaga - or any artist - should be No.1 on a general chart because a small minority paid to listen to a song or album. I'm fine with the current weighting of sales vs premium streams vs free streams. But artists should have to choose ONE digital version that counts towards the charts and that's it.
