I don’t think it’s chaotic. To me it’s super cohesive with the song overall 

Perfect Illusion and Swine are way more chaotic, in my understanding of “chaotic”

the physical description of the kind of boss woman she envisions in the  lyrics have been bothering me, but I take it for what it is - an old(ish) club BANGER! - and, unless it's 1:40 am and questions just rise to the surface and I can't put them back down, I don't ask too many

I do think the lyrics in this verse are not great. Yes, she's describing herself, that much is obvious, but she is describing copies of herself, like an army of feminists type vibe where all of them are blond + high heeled. The thing I m getting at is the stereotypical description of 'boss women' as equivalent to feminism / female empowerment, which falls short of the GREAT diversity of women out there.

 

I am not saying anything about Gaga or her beliefs but simply talking about the lyrics.

she's just being specific, i think she's rather addressing the very feminine stereotype of a high heel dumb blonde which is often disregarded from the feminist movement and typically very male gazed, however this doesn't mean they can't belong to the movement, and they can also fight for their right and rebel against a system that oppress them too, i think about marilyn munroe, megan fox, or the Hitchcock blonde and how they are always used to fulfill the man purpose and then they are thrown away, i think this song is sung from that perspective, The "boss women" stereotype is never a femenine high heel blonde, they are rather seen as slaves of the patriarchy, so i think it's a great lyric.

i don't think she's describing herself as she never embody those stereotypes, she has question the status quo around gender and femininity a lot of times (she was believed to be a "man" lol), but she's just rather tackling a very common division in the movement as it is the very thing she has struggled with personally and the box she has been put in as a white woman, it's not about not being inclusive, she can't speak this specifically about the experiences and struggles of other type of women, that's how i see it.
