The Ava Max technique of dropping something until it sticks ( a la the 1000 Singles prior to K&Q) is a good way to generate Streams and keep the public interested. Right now it‘s important to build on the momentum of the Cardi Collab, no matter how ‚poorly‘ it may do. The investment of producing good MVs and promoting them, even if it may be a loss, needs to be made in order to do Normanis Starquality justice and to actually build her fanbase up.

Ava's biggest song is Sweet But Pyscho, and she also has a significantly different business model. Ava is essentially an independent artist that has mainstream distribution and marketing, and has full control over her music and output.

Normani from all accounts has a regular record deal, and either doesn't know how to have control over her own music and output, or more likely, doesn't.
