Those files are different and not HiFi. It'd just means they've been encoded with a high-quality Hi-Res file, and with the final mastering/dithering stage done by Apple themselves.

I'd say its an almost guaranteed no. Apple wont reintroduce it now as it would sacrifice space from the taptic engine and battery, not to mention it goes against their current goal of working to remove all external ports from the iPhone. Chances are they'll upgrade the bluetooth capabilities in their upcoming phones/airpods to support HiFi (or a lesser form of it).
