I really don't think Bad Romance is overrated. Its hooks versus interesting lyrics, and a mix of being safe, but different, is an incredibly difficult balance to strike and she nailed it.

Only to those who are stuck in the mindset of it being her best song. As you can clearly see, to a lot of fans believe there are several songs better than BR, and I agree with them.

What I will say though is the fashion, direction, etc. of that video were absolutely amazing. It all flowed really well and was very cohesive. It was literally flaw-free. BR had such a massive -and what seemed to be effortless- impact (though I think BTW had a bigger impact but that's my personal opinion). That's the only thing she's going to have to 'top' tbh, not her songwriting or singing, because in that regard she's topped BR several times already.
