It's easier/safer PR for the bills if they just focus on kids who are already here and people who have been working here for years. It makes it more likely that they'll get the votes they need to pass it. The American public is, for lack of a better phrase, "not too bright" if you lump asylum seekers in right now, the popularity of the bill might falter and it may dissuade some representatives from voting for it. Then all three groups lose out. I highly doubt Biden's admin will just forget about them though. Immigration is a massive issue with a million moving parts.
