You say it as if they had been brainwashed. Many former colonies became independent, you couldn't mentally convince one to stay for very long if they didn't want it, even if you tried, see every colonial empire in History. All the brainwashing in the World wasn't able to keep them remotely close to what they were. And saying they're "legit" citizens with brackets seem a bit dismissive as well since that's how they see themselves in France just like others see them here too. Colonialism nowadays is used more to refer to the political and economical advantages that rich countries take from poor ones, rather than in its past literal sense. With practices/comercial deals/etc that are one sided and beneficial mostly to the powerful and rich nations. I also heard this modern meaning you describe but as you said yourself it's coming from certain countries towards poorer ones while the places we were talking about with Jill aren't different countries, it's all in the same country since a very very long time.
