I think Official Charts are counting after purchasing not shipping, this is from new release on Dec. 31 otherwise it should be debut on chart and as you can see it it 3 week.
It debuted in October #4  after release: 18 September 2020  shopuk.katyperry.com   and then re-entered in the end of October #13.

hmmmm I am not sure. Because these vinyls were put for sale in May, so they would have to have debuted back then I think  And while it's true they put their out some more copies this last week I they were the leftover signed ones, because they sold out extremely fast (kinda like when a random day, the SL physicals were in stock for like 2 hours).
