Madonna has had more peaks than any other female artist, and she culturally had an immense impact in the 90s with Vogue, Justify My Love, Erotica, and Ray of Light (considered the Magnum Opus of popular music), but chart-wise Mariah had a consistently solid run through the 90s in the US. I would say though that globally Madonna still remained ahead from Mariah in the 90s. My perception of Mariah's success is that this has always been very local and American-centric, and not global like Madonna's. Regarding the OP, I would bet on Dua, who has proven she is ready to take over the world.
Chromatican 4,046
None of these options tbh. The person who “owns” the 2020s might not have even debuted yet. It might be Adele if she actually releases music more regularly.

Perhaps globally outside north America she may have had more success I'm really not certain But another factor too is when does the 10 strongest years of your career stretch from? If you start a peak halfway thru a decade that stretches into the next decade ur probably not gonna be the biggest in either decade. It helps if ur strongest years start right in the beggining of a decade Same goes for artist of the year. If u start an era in August 2020 and u have big singles until March 2021 ur probably also not gonna be the biggest artist in either year but if we measured the year from August maybe you could be So artist of a decade or artist of the year etc also becomes a little bit of a technicality too Decade wise Gaga lost 2009 which at least as far as hit singles go, it was the strongest year of her career! steven 5,954
Dua will probably rule the pop scene for the next five years if she keeps delivering. To the one voting for Gaga, forget it. She had her peak and it’s time to let other artists shine, that’s how the industry works but that doesn’t mean she will be forgotten. She will probably keep on building her legacy and be known as a living legend in the eyes of the next generation, just how Madonna or Michael Jackson were perceived when we were younger. Didnt know it was specific to one genre.
