I understand the caution concerning masks, but this little girl lost her father this year. I'm sure they took steps to keep people safe/distanced or had a quarantine/test regiment to make sure it was safe.

Maybe he had the mask on and took them off during the photo. I do that.

the bigger issue is the pandemic tho and I understand that but I don't think the coronavirus would differentiate between that. It's unethical to make exceptions for societal rules based on our emotions.
