Besides, legally speaking, your boss, supervisors and managers are allowed to yell at employees. It's perfectly legal for a boss to yell at his employees. Yelling, and insulting are legal management methods in all  U.S. States. If your boss targets you for abuse because you're a woman or because of your race or religion, that's another story. Yelling is legal; discriminatory yelling is not.

While being yelled at, berated, and belittled at work is incredibly stressful, insulting, and more than just a little unpleasant, unfortunately it may not be enough to file a lawsuit or issue a formal complaint with the Equal Employment Opportunity Commission (EEOC), unless the yelling/bullying is charged by a discriminatory motive.

The law bodies will not open a case for you until it is discriminatory. You can ask your lawyer if you are not satisfied with this answer and they will say similiar thing as me here.

It is the same thing why Police cannot do much  when your neighbor berating at you until they are started to be racist/sexist/homophobic and/or threatening you physically.

You know what's workplace harassment.. Going to your job without waring a mask and protecting others and possibly spreading a deadly virus that could kill anyone. Let's not be snowflakes. This is literally how people should treat other people who are violating COVID-19 rules.

yes: Workplace harassment is the belittling or threatening behavior directed at an individual worker or a group of workers. This is exactly what I heard from TC.

i am a lawyer honey, but I'll stop there cuz you clearly have no idea what workplace harassment is. It's not linked to discrimination at all.

What a joke.

if you see someone violating the rules, talk to them, warn them. If they don’t follow the rules after that, fire them for being workplace liability. Screaming and throwing a tantrum is not how you handle a workplace issue. 
yes COVID is an extremely serious situation but you forcing everyone to huddle together to listen to you scream and yell isn’t solving anything.
