Many can be ballads, but equally many can be pop or dance or reggae or rock n roll. For example, I'll Never Love Again and Shallow are timeless ballads. But even though Music To My Eyes is a ballad, its not timeless. I don't think there's any particular genre that's more timeless than the others. To me, timeless just means that you listen to the song and, except for the recording quality because the technology can't be helped, you couldn't tell when the song was made, now or decades ago, because it doesn't belong to one specific genre or trend.
