Those institutions are designed to have tons of checks and balances so that whomever gets elected is controlled and restrained to make decisions & take actions that are more common to all parties. There are historical examples of benevolent dictators who did great things for their nation without the checks & balances strong democracies would make impossible; although we don't think of them as dictators today because the word "dictator" has a negative connotation implying self-interest. (Founder of modern Turkey, Ataturk, is an example of that. He made amazing strides in industrialization, secularization, and women's right without the popular support for those actions that he could only overcome because he was a war hero in a militaristic nation) This is not to say that democracy is bad because it makes so that even a self-interested head of state with totalitarian tendencies (that power tends to turn people into) cannot turn their country into a new China for example.
