Social distancing / masks / quarantine are still only executive mandates, not legislatively-passed laws. The most they can do it charge fines or try people for misdemeanors. Yes I get that they are rich, but in the eyes of the law, that is not how case decisions are made. So maybe in NY some law limits the maximum fine for such an event in some way.
