Honestly spill a little.They were already dispatching soldiers to walk the carpet as a advocation for Dont Ask Dont Tell. What was the need for the meat dress? That being said, I’m pretty sure they came up with the whole “If we don't stand up for what we believe in, pretty soon we're going to have as much rights as the meat on our bones” after they came up with the Meat dress idea. It all just happened to be relevant to eachother and she made a connection which worked out.
