I actually don’t think Witness is a bad album either, there’s probably as many filler tracks on this as there is on other Katy albums. I feel like the reason it “flopped” (other than it didn’t meet expectations obviously) it that they ploughed so much money into it & the promo. I mean she had 3 HUGE budget music videos (likely £1m+) and of course there 24hr witness thing. If it had been promoted more conversatively I don’t think it would’ve had the backlash.
