If a person resists arrest, despite being told not to then it’s up to debate. Were they armed? Were they dangerous enough? Were they endangering others? Then, possibly, yes. If a person runs away from police, despite being told not to? Again, it all depends on the circumstances. Sometimes you’ve got no other choice but to eliminate the threat, y’know?
