This is a very interesting question. I think, both albums are iconic but in their own ways. The Fame Monster and Born This Way have different messages, ideas, impacts.

IMO, BTW is a fantastic album which capitalized off the impact that TFM had, but in terms of the most iconic? The Fame Monster. 

She was already talking about love and acceptance during TFM era. She did Bad Romance, her signature song which created "Mother Monster", "Little Monsters" and "Paws Up". 

It set the standard for pop stars fashion, for huge hit budget music videos, for artistic expression.

Definitely The Fame Monster, at least among the general public.

Born This Way is more iconic for THE FANS, I think. And it's my personal favorite.

I think personally that TFM is most iconic. I hopelessly and in record speed fell in love with her.

But BTW is probably worldwide more iconic because of the LGBTQ+ momentum and I can accept and appreciate that notice.

The future's uncertain and the end is always near.
