that's what I'm thinking. I feel like this would force them to sell parts of their companies to other wealthy rich people.

They don't. The example would be Elon Musk's executive compensation is $23,760 and the rest of his package is all tiered market-cap-threshold stock awards. He, along with the other billionaires would have to sell off their stock and given that 50% of traders are mom/dad retail investors, this would seriously depress the wealth of those people too. 

It's ironic to me that the fed can just print $2+ trillion of money (at the flick of a button and could do it again) and pump it into the economy, yet the government has to put in place such an act to ensure essential healthcare is provided - shouldn't the concern be more about government distribution of funds?
