The album had a beautiful story behind it and I think many did not appreciate it until years later. Plus, quite a few artists did follow the stripped down country-pop trend Lady Gaga set. I would say yeah, maybe even more so than what it got. Joanne never really got any supremely harsh lashings from critics or from the general public, from what I remember. It was viewed pretty fairly, if not a little more harshly than others (which is the general case with Gaga). Had she released Joanne after a Chromatica type pop album most fans would love it and view it as something fresh, a cute album and a bonus album in a way and appreciate the era more. Many were genuinly scared she was abandoning "pure pop" (whatever that means lol) but yeah. I don't think it has to do with social issues. It would have seemed like she did it to capitalize on the Americana/country/folk/rock sound that did so well with ASIB. I do wonder how chromatica would have done if it was released in 2016 though.
