A small period of silence right into the vocals would have made a less jarring transition. I guess they worked with what they had, they chose the songs they liked the most and tried to make it flow as well as possible without the need to sacrifice any of them. On that note, every time I hear the album in full I always question 1000 doves existence it would've been better finish it with Chromatica III-SFA-Babylon imo. Every time 1000 Doves starts it takes me back to ASIB It’s just such a random placement and breaks the euphoria dynamic that SFA->Babylon could’ve been.
