LOL It will be a long while for NY cos cinemas are listed on Phase 4, the final phase, on their reopening scheme there. Along with schools, large arenas, stadiums, museums.

But I’m in the capital region and we’re already in phase 2 for a bit now

What is happening, why does it seem like Covid-19 is not a threat anymore? Stores and workplaces are reopening everywhere in the world but there's still no vaccine yet. :saladga:

The asymptomatic spread is very rare and the effectiveness of masks is very high

Don't worry, in Arizona numbers are climbing and it's alive and well.

If the new claim that asymptomatic spread is very rare, however, masks should help contain the spread (as they did in Taiwan and other parts of Asia), but this only works if people actually wear them and wear them correctly. I have no problem reopening certain things, but people should still wear masks/face coverings and social distance, and temperature checks when possible are also a good idea. (For this reason, I personally think that indoor dining/bars and indoor gyms/fitness classes are a bad idea since you can't wear masks while you eat, and it's not a good idea to wear masks while performing intense physical activity.) And most importantly, businesses need to have the support in place so that people who are sick will actually stay home.

Edited to add: Never mind, just read an article  the WHO claims that the comment was taken out of context and they don't actually know. Not like I trust them or the CDC anyway – these are the same folks who claimed masks did not good. We're f*cked.
