Most people here wouldn't have a gun hence they don't need one 

But even if they did, as some do, we do have specialist teams with weapons for those emergencies but I can't imagine they are used too frequently

They are slowed down with other methods until armed police are brought in. Specially trained police with rifles.

The day to day police dont have guns. Theres no need.

They do this in most of Europe. It works. Way less casualties. I'm not saying that cultural change isn't needed, but stuff like this contributes to cultural change. Police become more aware of human lives, shooting someone becomes less common, the macho types who want the other to die become frowned upon by fellow police officers, it's going to be easier to prosecute police officers who nevertheless shot someone somewhere else. It's part of the change that needs to happen. But I get that it's very insensitive to say this in the current context.
