 Theres always been some time between each other except ARTPOP and britney jean, but i consider britney jean a "vegas" promo album since it coincided with the two and they both seemed to promote each other (work bitch with the vegas scenes)

Not that THEY decided it, but I guess it's their labels who decide that. More competition = more promo = more hype = more sales

Gaga was clearly rushed to release Joanne. They must have dates in their contracts or something. She shot the video for PI a week before the song was released, and the song wasn't finished yet (you can see it in FF2)
