So explain The Weeknd. People say he's a streaming artist yet streaming is down. Do people are buying his albums to the point where he can top the charts for weeks. Streaming is a very low metric when it comes to the charts. So he has a fan base and is popular enough where people are actively buying his music and supporting him.

Streaming isn't a low metric.

Streaming was down, but he would've still performed way better than Gaga. He also broke records on Apple Music (where he is also a huge artist on the platform)

What is your issue

My issue is that delaying it made absolutely no sense for a month. It looks like her label was scared they couldn't get the big numbers they wanted for the first week and are only pressured to release it now because they're afraid it'll leak. And I feel like they don't have faith that she'll slowly increase her sales throughout the year and are relying a big first week bump to make a profit.

I don't think her plan was to release it now and monsters don't seem to understand that it isn't a case of the sooner, the better. I think she/Interscope was just afraid of the leaks and we'll get an era with 0 promo and performances, nothing like what she had originally planned. Unless the album is so great that people will be still interested for those in October-November.

The era will last no more than a month after the release, unfortunately.
I think she should release a brand new album next year. So many events postponed to the next year and there is no point to promote Chromatica after one year of its initial release.

Did you think I'd show up in a limousine? No

To address the Weeknd, he's not Fallout Boy, or Panic!. He can't sit on an album for a year after releasing a couple of singles. Plus with the release of his album, his era is probably at most, gonna go on for a few months before he's working on the next album.

The Weeknd is also, a GP artist, male, and currently on trend. He was who was going to be the breadwinner while interscope panicked over what the f*uck to do.

Dua Lipa had to release due to a leak.

While Stupid Love did leak earlier than February, February is when everyone knew of it. So your stupid love argument doesn't make sense.

Chromatica is being released now because everything has been replanned. Rescheduled and redone. There will be a lot of online promo. And probably a burst of live performances in the summer.

But it's gonna be seriously different.

It was delayed because of multiple issues. But if a worldwide pandemic isn't enough well I guess we need the apocalypse.

When she made that delay announcement (44 days ago) we were in a different world. The vast marjority was thinking the pandemic would be over after 1 month and a half. However, here we are and we will face this issue for the next 14-16 months at least (in different waves and with more people recovered). She is not the only one to do this (HAIM, Alanis, Sam Smith, 1975, Alicia Keys...).

She is releasing Chromatica 66 days after that post on instagram. She had a great amount of time to plan new strategies of release and now they (interscope) understand this covid19 is not going anywhere soon.

But why does it matter? Why should it matter to you as a fan what the motivations were?  Cant you just be happy it's coming relatively soon?  News flash, pop releases always have business rationale behind them and Gaga is not in control of all those, her label is the primary driver of release dates once an album has been completed.  Its perfectly reasonable actually for labels and even pop stars themselves to consider marketing, promo, and sales effects of release dates, and even the effects of events like leaks on their bottom line.  These arn't indie artists supporting 10 people, these are major artist that provide the bulk of income to a label.  It doesn't make Gaga any less of an artist if she is trying to maximize response to her own output.

The coronavirus is worse then it was in April and we're still on a lock down. Postponing it for a month seemed really pointless to me.

They probably just wanted to see how the situation will develop and now they decided it mkes no sense to wait too long

I think when she first postponed it, they were hoping there was a chance that Corona would "all blow over" in a few weeks and she could postpone a month and go back to the original promo plans.

But when it panned out that this really won't "blow over" and we're stuck like this for a year or two, they probably figured might as well come up with Plan B and release.
