I think perhaps they are avoiding a frontloaded effect ROM may well smash too, and if it smashes like shallow, it's the best promo a dance album in summer can get by having a single stay top 5 WW for months. That's a big IF, though. They won't need to spend a lot promoting just release bundles and MVs. (sorry i know this doesn't make much sense, but basically i'm interested to see if ROM gets promoted as a lead single would, or if they mostly care about just promoting the album as a whole.) Now that I realize it, it's actually good that they didn't release a promo single or scrapped the plans because of the current situation. News gets saturated very quickly and people aren't really paying much attention to anything else that's happening By starting to tease new music 3-4 days before releasing ROM and then a week later dropping the album, with all the promo events lined up they can grab everyone's attention in just a week's time and go full-throttle during the release week "I was protected by the monks of Azarath, I was raised by my friends.
