Well.. when it got to april 10th, ROM would've been the single come whatever 

Gaga doesn't release the same way that people who have hit singles release. She focuses on the album promotion....

Joanne for example had PI come out, then A-YO promo single, then MR 2nd single, then album release - this was all done and dusted between september and october - it is very possible that this was the plan for chromatcia, especially as it worked so well with Joanne

That's what I'm trying to say. We have no evidence that this was the case, and I really don't think it would be wise to release a promo single alongside ROM. ROM would get massive plays and releasing a promo single alongside it doesn't make any marketing sense.

Yes but ROM has massive streaming potential with Ariana grande. I really don't think it needs another Promo single. But now the Justin collab is coming out the Ari x Gaga collab is not gonna generate as much buzz as it would have done.

we don't know... but she wouldn't have posted a 'message from chromatica' just last week if it wasn't coming anytime soon... 

the album cover and the tracklist are announced (i know that it's due to leaks)... but that still must mean that it's coming pretty soon

Promo singles are to promote the album and generate buzz. Releasing ROM on it's own would do that. Is there reason to release another one to just have it float about?

You answered your own question in your first sentence. ROM would of course do that and so would promo singles, there would be absolutely no reason to not release a promo single before the second single. There was a reason ROM was coming a week before the album, to make a huge impact the week before the album comes, promo singles were keeping the era steady and interesting throughout the start of the era, all while generating huge buzz for the album. It was the plan anyway so yeah.
