Yes her bio says it is shut down, but it's not really, you can still follow her...but lately she hasn't gained anything, look at Star Count http://www.starcount.com/profile/4f2ad58a2418ae215b000385/lady-gaga and look at her daily gains..nothing? Happens to everyone, but most people block spam accounts themselves (and don't have as many followers) so they don't really notice when Twitter purges those fake accounts.
