Just like how most governments 2 weeks ago encouraged people to still go out to theaters, cinemas and other crowded events even though that was obviously the wrong thing to do. It's going to be a long time before we find a cure and there is no way to suppress it completely without one. China may have seen a sharp decrease in cases due to extreme quarantine measures, but they are now in the tricky situation where they can't go back to normal yet because all it takes is for one person to infect 10 others and it starts all over again.
