She legally cant spend time with her kids often because of her conservatorship and the trashbag that is Kevin Federline. Even if she had no boyfriend or pop career, she still wouldn't be able to see her kids. Why else do you think that we only see them together like twice a year

She cannot take any decision of her own under the conservatorship she's in. She's her father's money slave.
When she first got under the conservatorship more than 10 years ago, she tried to get it dissolved asap and her father threatened to take her kids away from her if she did (this was told in a phone call by Britney herself, which you can find online). She fought it, she lost custody. Her ex-husband has been raising the kids since then, there's nothing Britney can do about it, she can't even hire a lawyer to try to get herself out of it...
