No, every vinyl preorder these days has 14 weeks shipping because vinyl factories have been a mess for a few years now. The shipping does not impact when it counts for the charts, the label chooses whether it counts for the week it's purchased or the week it ships. It being shipped in 14 weeks =/= it counting for the charts in 14 weeks
