The modern classic Empire State Of Mind could maybe be described as this too. 

 

Lots of us class Gypsy, You and I and even The Edge Of Glory as being ballads of sorts

A Ballad is generally a narrative set to music. That is to say, it’s a story song (ballads were often sung by wandering minstrels) In music,  a power ballad is basically one in which the singer reaches a high level of dynamics and emotional power. One could classify Gypsy as an upbeat power ballad because it tells the story of Gaga and her lover embarking on a journey together, away from home. It even has storytelling elements like the Yellow Brick Road from Oz, or "chasing the sunset", etc.

so yes, even though a lot of ballad today have a slow tempo and they are generally associated with it, they can be of every genre and tempo

The edge of Glory is a ballad, Abba the Winner takes it All is the very definition of a Ballad, even if quite uptempo
