ARTPOP was caused by many controversies, affecting both Gaga and her career. Chromatica promises everything differently, she is in a good phase, both in her career and mentally. Just to highlight what you said at the end, Chromatica is one of the most anticipated albums of the year, along with Future Nostalgia and After Hours.
