CDs don't take that long to make, but to make sure they would have had the demand for preorders, store orders, online orders, and also international orders. You don't want to have bearly enough or around what the album would be predicted to do (based of preorders) incase you sell out. You want to have over in excess of what is predicted incase the album does better than initially thought. Maybe not ALL the CDs were printed, but it wouldn't be crazy to think that some if not a vast majority of CDs were printed.
