Their intention was to initially release the products, disregarding the misguidedness of that choice. It’s not like they announced it a month ago and just delayed it now. Mess express. Literally no one in march said the pandemic would be over by June. Absolutely no one. I assumed that record label executives/Gaga’s team watch the news but apparently that’s not the case. In march they literally cancelled just the enigma shows from april and not the ones in may. Nobody thought this would last that long. Now she has to postpone the tour for next year. It's been said multiple times (I think by Blade or Blackout) ROM is coming the week before the album, that lines up with Blade's assumed June 5th album release date.
